University reforms could see taxpayers subsidise students on work placement and prevent institutions from poaching the smartest students.
The final University Accord report will recommend government and employers chip in for work placement of student nurses and teachers.
Universities will also be banned from giving early offers based on Year 11 results for at least two years.
This is in a bid to stop students from dropping out of high school.
Education minister has also agreed on the appointment of a new student ombudsman.
